What should the average person do about this? Clearly; do not try to put out a fire unless you want to die at the feet of a 16 year old rioter or unless you feel equipped to deal with such attackers.

I’m amazed at how few people bother to learn self-defence to cope with the unexpected attack even from a 16 year old. Hardly anyone knows what todo in the event of a riot.
